According to CNN, ten people at a care center in Oklahoma have been hospitalized after they were injected with insulin instead of a flu shot, police say.

When the police arrived at Jacquelyn House they "found not one unresponsive person, but multiple unresponsive people", Bartlesville Police Chief Tracy Roles said in a press conference, according to KTUL.

In a statement, company that owns Jacquelyn House confirmed that a contract pharmacist went to the facility give flu shots to residents and employees.

Roles said the facility had contracted with an experienced pharmacist to administer the flu vaccine, but patients instead received injections of what is believed to be insulin.

Roles continued, "All these people are symptomatic, lying on the ground, needing help, but can't communicate what they need", Roles said, then added praise for the emergency services staff for "identifying the problem".

But the agency left open the possibility that other chemicals or toxins could also be causing the severe respiratory ailments. It isn't clear how widespread the use of vitamin E acetate is in e-cigarette and vaping products.

"I've never seen where there's been some sort of medical misadventure to this magnitude", Roles said.

"This situation could've been a lot worse, could've been a lot worse", said Bartlesville, Oklahoma, Police Sergeant Jim Warren.

Oklahoma State Department of Health communications director Tony D. Sellars says his department is reviewing the facility's report on the incident. Further investigations are underway in order to determine charges against which employees will be filed.
