The Trump 2020 campaign is due to rally in Minneapolis on October 9 but a dispute with the city's Target Center over security threatens the event.

In a statement posted to Twitter, Trump's campaign manager said the campaign didn't agree to pay any additional funds and they have clearance to use the venue.

"Frey's city government preemptively informed the Target Center that it would be responsible for $530,000 in security and other costs related to the event", the campaign wrote.

President Trump has a campaign rally scheduled for Minneapolis on Thursday, Oct. 10, and Mayor Jacob Frey is attempting to block it.

"This is an outrageous abuse of power by a liberal mayor trying to deny the rights of his own city's residents just because he hates the President", Mr. Parscale said.

The president said Tuesday he stands with the great police officers of Minneapolis, after they were banned from wearing their uniform at political rallies while off duty. "72,000 ticket requests already".

Trump tweeted a response targeting Frey and U.S. Rep. Ilhan Omar, a Minneapolis Democrat whom he has attacked before.

The letter states it is the licensee's responsibility "to coordinate through the Secret Service and pay for any law enforcement services necessary for the event".

"The Campaign can not be in breach of an obligation it does not owe to AEG", the campaign's lawyers argue in the letter.

The City of El Paso confirmed to ABC News on Tuesday that the bill has still not been paid by the Trump campaign-and the city of Minneapolis has taken notice, even reaching out to the City of El Paso regarding the bill, according to El Paso Communications Director Laura Cruz-Acosta. Its law firm threatened to sue AEG if the rally doesn't proceed.

In the past, Frey has spoken out against the president, calling his actions "reprehensible" and saying that Trump's "message of hatred will never be welcome in Minneapolis", the Minneapolis Star-Tribune reported. Neither the Campaign nor AEG is responsible for arranging or paying for rally-related security.

The $530,000 figure dwarfs the costs incurred by another Minnesota city for a 2018 rally. On Tuesday afternoon Vice President Mike Pence announced he was planning to join Trump at the Target Center on Thursday. "As such, no law enforcement costs shall be coordinated by [AEG], charged through [AEG] to [the Campaign], or shall otherwise be reimbursable expenses in connection with the [contract]".

According to a June report from the Center for Public Integrity, the campaign has stuck at least ten cities with security bills that reach nearly $1 million dollars combined in the last three years. An article in the St. Paul Pioneer Press paraphrased the Minneapolis police chief at the time stating that the costs would be $20,000 for an Obama rally.
