The Senate Intelligence Committee on Tuesday unveiled a sweeping new bipartisan report detailing Russian efforts to boost Donald Trump's White House bid on social media during the 2016 US elections, dealing an indirect blow to a push by the president and his allies to shift focus toward claims of anti-Trump meddling by Ukraine.

The FBI was caught flat-footed by Russia's disinformation campaign in 2016, a new bipartisan report issued by the Senate Intelligence Committee has found.

Russian trolls interfered on social media "by harming Hillary Clinton's chances of success and supporting Donald Trump at the direction of the Kremlin", the report said, and before that, the trolls attacked Trump's rivals in the Republican primary. The efforts increased rather than decreased after Election Day in 2016 and targeted black Americans more than any other group or demographic.

Republican Senator Richard Burr, chairman of the Intelligence Committee, said in a statement summarizing the bipartisan study that "Russia is waging an information warfare campaign against the US that didn't start and didn't end with the 2016 election". "By flooding social media with false reports, conspiracy theories, and trolls, and by exploiting existing divisions, Russian Federation is trying to breed distrust of our democratic institutions and our fellow Americans", Burr said.

Sen. Kamala Harris, a member of the Intelligence Committee who's running for the Democratic presidential nomination, said in a statement that the Russian tactics were "designed to suppress the votes of black Americans in particular" and that social media companies must step up their efforts to fight disinformation.

The committee's work also affirmed the conclusions of earlier investigations on Russian interference in the elections, including the Mueller report's findings and the January 6, 2017, Intelligence Community Assessment. "While Russia may have been the first to hone the modern disinformation tactics outlined in this report, other adversaries, including China, North Korea, and Iran, are following suit".

The Russian campaign concentrated on enflaming racial tensions. "T$3 heir techniques will only get more sophisticated", Warner said in a release accompanying the report.

This summer, Facebook announced it would be tightening its rules around political ads and requiring those who want to run ads pertaining to elections, politics or major social issues to confirm their identity and prove they are in the USA with a tax identification number or other government ID.

It said Congress should consider legislation to ensure that USA citizens know the source behind online political advertisements, referring to similar requirements for television, radio, and other ads that now exist. The second installment focuses on the Kremlin's documented attempts to sow political discord on social media.

Though President Trump continues to dismiss the idea that Russia tried to help his candidacy with its meddling, the panel's report reinforces previous conclusions by the intelligence community about Russian operations in 2016 - including that they were created to harm Hillary Clinton's chances of success while boosting Mr. Trump's. McConnell, however, has supported an effort to send $250 million in additional election security funds to states to shore up their systems ahead of 2020.

The bipartisan report is the latest confirmation of Russian meddling in the 2016 election, which Trump still hasn't unequivocally acknowledged.
