Whistleblower Complains After Trump 'Promise' to Leader

Separately another source told the Times that the complaint also involved a pledge Trump made to a foreign leader - which The Washington Post had already reported. During one of those calls, according to the official, President Trump made "certain representations concerning USA policy" during the call that the whistleblower "found troubling".

President Trump's carelessness while speaking with foreign officials has been an issue since he took office. The traditional practice originates in the White House Situation Room, which would establish the phone call on secure lines and patch the leaders together.

The panel will hear from acting Director of National Intelligence Joseph Maguire on September 26.

Many of those who work in the U.S. intelligence services don't trust Trump.

The government's intelligence watchdog was set to testify Thursday in a closed session before the House intelligence committee about the handling of the whistleblower complaint.

The House Intelligence Committee released two letters on Thursday written by ICIG Michael Atkinson.

Maguire refused to respond to the subpoena, triggering Schiff to call a hearing on the matter for Thursday. "We do not have the complaint, we do not know whether the press reports are accurate or inaccurate about the contents of that complaint", Schiff said.

Because the acting intelligence director is claiming privileged information, Schiff said he believes the whistle-blower's complaint "likely involves the president or people around him". In June, Trump said publicly that he was opposed to certain Central Intelligence Agency spying operations against North Korea.

Trump met with other foreign leaders at the White House in July, including the prime minister of Pakistan, the prime minister of the Netherlands, and the emir of Qatar.

And now the mystery of Rep. Adam Schiff and the whistleblower has taken an ominous new turn, one that should only underscore concerns that serious - and unsafe - lawbreaking might be unfolding.

Statements and letters exchanged between the offices of the DNI and the House Intelligence Committee in recent days have pointed at the White House without directly implicating the president.

Maguire had argued that the complaint was not a matter of "urgent concern" because it dealt with someone outside the intelligence community and focused on an activity outside the DNI's supervision. Maguire had been the chief of the National Counterterrorism Center.

Schiff declined to say whether he has been contacted by the whistleblower or their legal representation, saying he wouldn't want to jeopardize them.

While the fact that the complaint had been filed by an intelligence official was known, its subject had been shrouded in secrecy.

It was not immediately clear what the president is said to have promised or to whom.

Revealing how the United States obtained sensitive information could "compromise intelligence means and methods and potentially the lives of sources", said Joel Brenner, former inspector general for the National Security Agency. It's still unclear whom the president spoke to, for example, or what he said.
