Trump action blocking California emissions authority will not impact trucking - for now

Trump to revoke California's ability to set emission standards Trump strips California of power to set auto emission standards

President Donald Trump announced on Wednesday that his administration is revoking the authority of California to set higher standards for vehicle mileage than those issued by federal regulators. So is the question of how the changes the administration plans will actually impact the auto industry.

Thirteen other states, including MA, have adopted California's rules. A bill by Democratic Assemblyman Phil Ting would mean people could only get that money if they buy a vehicle from a company that has agreed to follow California's emission standards.

However, his claims have been challenged by both U.S. vehicle makers and climate change activists.

After automatically following USA auto-emissions rules for many years, the Canadian government signed a memorandum of understanding with California in June committing to co-ordinate with the state on tougher vehicle-emissions requirements, as well as on measures to encourage more consumers to buy electric vehicles.

"Automakers should seize this opportunity because, without this alternative to California, you will be out of business", Trump tweeted. The state went as far as signing a voluntary greenhouse gas pact with four automakers, though the Department of Justice has since opened an antitrust investigation over the deal. "If the president was serious about helping poor Americans ... he would start talking to the true experts in homelessness, the homeless".

Carmakers have already made major changes to their factories in order to meet the guidelines.

Trump and the Democratic-led state have battled throughout his two-and-a-half years in office, with California Attorney General Xavier Becerra filing more than 50 lawsuits against the Trump administration. Are they going to stick with you?

The Canadian government said Wednesday that it intends to continue collaborating with California on vehicle emissions regulations.

In a statement, Mayor London Breed called Trump's remarks "ridiculous" and said storm drain debris is filtered out at city wastewater treatment plants so that none flows "into the bay or ocean". Newsom, asked about the proposal, said he would make an announcement by Friday. "Electric vehicles, hybrid vehicles, more fuel-efficient cars and whatnot", Adriaens says.

Under Trump, federal regulators have backed freezing emissions requirements for new cars and trucks at 2020 levels through 2026.

Nearly ten years later, the auto industry is not going to alter its powertrain strategies, even in the unlikely event that Congress and the courts do let Trump's decision stand, said Steven Skerlos, a professor of Mechanical Engineering and Civil and Environmental Engineering at the University of MI.

"What legislation does, is it nudges innovation", says Adriaens. "It just seems that the administration wants the U.S.to be a very different market from the global vehicle market". Revoking California's waiver will cost consumers up to $160 billion through 2050, increase greenhouse gas emissions by millions of tons per year, and make drivers buy more than 2 billion additional barrels of petroleum a year, Energy Innovation concluded. Automakers and American workers may be left behind as green jobs and factories move overseas. He predicted Americans would purchase more new cars, which would result in cleaner air as older models are taken off the roads. Ultimately, that means that companies will have an incentive to move factories and some of the best jobs overseas, where they can be closer to the people who are purchasing them.

California officials have been negotiating with other automakers to follow suit.

For Trump, that all smells like weakness, and he wants little to do with a "loser", Dan Shapiro, a former USA ambassador to Israel, tells The Washington Post.

California lawmakers said they intend to fight the decision in what they expect will be a lengthy court battle. "I'm confident we'll prevail, eventually".
