More than 460 houses and at least a dozen public buildings were "completely or partly destroyed or inundated" by the typhoon, it said.

The meeting was meant to "rouse the whole party" to combat possible damage from the storm, state media said, and appeared to suggest that some North Korean officials were not doing enough in preparation.

At least three people were killed due to typhoon Lingling, the 13th storm to hit South Korea this year which also led to the cancellation of hundreds of flights and power outages that affected some 160,000 homes, according to authorities said on Sunday. It said 46,200 hectares of farmland were buried or flooded. "Active work to eradicate the aftermath is now under way in the afflicted areas", it said.

Kim said efforts to minimise damage from the typhoon in North Korea would be an "enormous struggle", adding that its army should "remain loyal to its sacred duty" of ensuring citizens' safety. But the country's state media hasn't publicized any typhoon-related deaths or injuries.
