A State Department spokesperson told South Korea's Yonhap News Agency that Washington welcomes Pyeongyang's commitment to resume talks, . adding the U.S.is ready to sit down at a time and place to be agreed.
US President Donald Trump stated Monday that it's "probably not" the appropriate time for him to go to North Korea however he may see doing so someday sooner or later.
Trump said in early August that Kim had sent him a "very handsome letter" that mostly complained "about the ridiculous and expensive" joint military drills between the US and South Korea, adding that Kim had apologised for the short-range missile tests.
The source, however, expressed uncertainty about whether the second letter contained a proposal to hold a third summit in Pyongyang or whether the invitation to Pyongyang and the summit were separate suggestions.
His remarks come as Kim reportedly invited Trump to visit Pyeongyang in a letter sent in August.
Trump faced Kim at the Korean Demilitarized Zone in June where the two leaders shook hands and agreed to resume a dialogue over North Korea's missile and nuclear programs.
It's not clear whether Mr Trump has responded to either letter, according to the report.
North Korea has cut off virtually all diplomatic activity with the South amid the stalemate in nuclear negotiations while demanding that Seoul break away from Washington and restart inter-Korean economic projects held back by USA -led sanctions against the North.
On Twitter, the president explained that much of that three-page letter was devoted to complaints about "the ridiculous and expensive" combined military exercises between Seoul and Washington and that it also contained an apology for the North's short-range missile tests, which Kim said would stop when the exercises ended.
The pair agreed to restart working-level dialogue during an impromptu meeting at the DMZ in June, and Pyongyang last week offered to hold those talks in late September, a move the U.S. said was "encouraging".
A statement Monday attributed to a North Korean foreign ministry official said potential upcoming working-level talks would be decisive in determining the fate of the country's diplomacy with Washington.
South Korea's foreign minister, Kang Kyung-wha, asked about the newspaper report, said there were "detailed explanations about such a letter" but declined to elaborate.
