London police and Facebook move to stop live streaming of terror attacks

Facebook to use Met Police videos to recognise shooters Facebook will train its content-removal AI with police camera footage

Facebook uses a large number of AI tools, in addition to its human moderators, to deal with the harmful content that appears on the platform on a daily basis but all those extra eyes and ears did not help it very much during the Christchurch attacks in New Zealand that took place earlier this year: the attack was livestreamed on Facebook and was subsequently shared by users over 1.5 million times before the company took it down. "These are the kinds of efforts the Christchurch Call was designed for as we try to eliminate the spread of terrorist and violent extremist content online".

"We'll need to continue to iterate on our tactics because we know bad actors will continue to change theirs, but we think these are important steps in improving our detection abilities", said the company.

When people search for hate terms in the US they're directed to the group Life After Hate, and overseas they will be directed to other organizations and partners "where local experts are working to disengage vulnerable audiences from hate-based organizations".

Facebook will work with law enforcement agencies to train its artificial intelligence systems to detect videos of violent events as part of its ongoing battle against extremism on the platform. This will provide Facebook's automated detection system a source of data to be able to identify similar attacks and flag them appropriately without mistakenly flagging content from movies or video games. We are always looking to see where we can improve and refine our approach and we recently updated how we define terrorist organizations in consultation with counterterrorism, worldwide humanitarian law, freedom of speech, human rights and law enforcement experts.

But Facebook said it had mostly focused on identifying organisations like separatists, Islamic militants and white supremacists. On Tuesday, a bipartisan group of congressmen also sent a letter to Twitter, Facebook and YouTube about the presence of global terrorist organisations on the sites and how those groups foment hate.

"We'll continue to seek out partners in countries around the world where local experts are working to disengage vulnerable audiences from hate-based organisations".

Dipayan Ghosh, a former privacy and public policy adviser at Facebook, told ABC News in a statement that "serious questions remain over whether these steps will have any impact on blunting the spread of online hate speech".

Facebook will further detail how it is enforcing its policies against terrorist organisations in the fourth edition of its "Community Standards Enforcement Report" in November.

This team of experts is now dedicated to taking the initial progress we made in combating content related to ISIS, al-Qaeda and their affiliates, and further building out techniques to identify and combat the full breadth of violence and extremism covered under our Dangerous Organizations policy. The company is reportedly in talks with United States law enforcement about a similar partnership.
