Nadler on Monday released a resolution, which his committee is expected to vote on Thursday, laying out the rules for any impeachment hearings.

It also stipulates that the president's legal team may review and respond to some of the materials.

The procedures the committee will be considering include that evidence can be received by the committee in closed executive sessions to protect confidentiality and that the president's counsel may respond in writing to evidence and testimony presented to the Judiciary Committee. "You know, I think it's important for us to think about what is in the best interest of the country and the American people, and continuing to pursue impeachment is something that I think will only further to tear our country apart".

An impeachment resolution against Trump was referred to the Judiciary Committee in February, three months after Democrats won control of the House in November 2018.

Democrats have been divided over whether or not to impeach President Donald Trump.

The first hearing under the new impeachment rules would be with Corey Lewandowski on September 17, the panel also announced Monday.

A vote has now been set by the House Committee for Thursday, Sept. 12, in order to set procedural rules for what the committee terms an "impeachment investigation".

"We are expanding the investigation outwards from the Mueller report to what I think every American can understand intuitively-the president has treated the office as an extended get-rich-quick scheme", Raskin told The Washington Post.

One Democrat who is keeping his options open is Rep. Adam Schiff.

The national organization Need To Impeach applauded the committee for its expansion of the inquiry, which "could bolster an already overwhelmingly strong case for impeachment".

Speaker of the House Nancy Pelosi, a Democrat from California, has long expressed caution and even opposition to the impeachment process. Former President Richard Nixon resigned in 1974 after the House Judiciary Committee approved articles of impeachment against him, but before the full House voted on the matter. One senior administration official says the proposed language falls short of what would be needed to compel additional cooperation from the White House on oversight requests.
