Under worldwide law, governments are nots supposed to strip anyone of their citizenship if it would leave them "stateless" - but Letts was also held Canadian citizenship through his father.

Letts traveled from Britain to Syria to fight with Islamic State in 2014, according to media reports, and he has been held in a Kurdish prison for two years.

The minister's office also said it was "disappointed that the United Kingdom has taken this unilateral action to off-load their responsibilities".

He went on to plead to be allowed back to the United Kingdom, however, the Daily Mail reports that one of the last decisions of Theresa May's government was to strip Letts of his citizenship.

Letts' parents, John Letts and Sally Lane, were found guilty in June for funding terrorism when they tried to send him money.

Goodale's office also said its aware of other Canadian citizens in Syria but that consular services can not be given because of "undue risk in this unsafe part of the world".

"I think there's a real question here as to whether Britain is violating global law by doing this, and whether Canada could seek to hold the U.K to account", said Audrey Macklin, a human rights law professor at the University of Toronto.

"This power is one way we can counter the terrorist threat posed by some of the most unsafe individuals and keep our country safe".

In an interview with the BBC's Quentin Sommerville, Mr Letts said: "I know I was definitely an enemy of Britain".

The 24-year-old's parents, John Letts and Sally Lane, told Channel 4 News the British Government was "shirking responsibility and passing the buck off to the Canadians".

"I'm not going to say I'm innocent".

"Decisions on depriving a dual national of citizenship are based on substantial advice from officials, lawyers and the intelligence agencies and all available information", the statement said.

Former defence minister Tobias Ellwood said removing the radicalised fighter's citizenship "shunts the responsibility elsewhere" when many fighters were "radicalised here in the UK". "I deserve what comes to me".

The decision comes after Mr Javid had earlier in the year announced that Islamic State bride Shamima Begum's citizenship would be revoked. "But I just want it to be. appropriate. not just haphazard, freestyle punishment in Syria".

The decision is the latest instance of Britain revoking the citizenship of its nationals who went to join the Islamic State group's self-proclaimed caliphate.

When asked by Channel 4 whether they would send Letts the money again in the same circumstances, the parents said "of course" - reaffirming their argument that the money was meant to fund Letts' escape from Syria.

Bangladesh's foreign minister has said that Begum could be hanged for terrorism charges if she lands in Bangladesh.
