Nine people were killed in a mass shooting in Dayton, Ohio on Sunday morning, and the number would have nearly certainly been higher if the police hadn't intervened in less than a minute.

"We had officers in the immediate vicinity when this shooting began and were able to respond and put an end to it quickly", Dayton Police said on Twitter.

What's not known is whether Betts targeted any of the victims, including his 22-year-old sister, Megan, the youngest of the dead.

The incident started at 01:00 am local time (07: 00 CEST) and officers who were in the "immediate vicinity" in the city's OR district "were able to respond and put an end to it quickly", police added.

"We are very, very early in this investigation", Dayton Police Chief Richard Biehl told a news conference on Sunday. Officers said the shooting took place at about 1 a.m. on East Fifth Street in the city's Oregon District where police arrived shortly after and killed the shooter. "Any suggestion at this time of motive would be irresponsible".

One witness, Anthony Reynolds, said he heard gunfire that sounded like it was coming from a high-powered weapon.

"I have ordered that flags in OH remain at half mast in honor and memory of the victims who lost their lives this morning", DeWine said on Twitter. Law enforcement was very rapid in both instances.

Mayor of Dayton Nan Whaley said she was "heartbroken" and asked the community to support each other. Numerous victims were shot at a Walmart. The border city is home to 680,000 people, many of them Latino. She herself had been to Ned Peppers the night before, describing it as the kind of place "where you don't have to worry about someone shooting up the place". "But we know thoughts and prayers are not enough, we have a responsibility to act", Brown posted in a pair of tweets.

Whaley noted at a news conference that the city was still recovering from tornadoes that swept through western OH in late May, destroying or damaging hundreds of homes and businesses.

"People my age, we don't think something like this is going to happen", Papillon said. "When is enough enough?"

Police have said there was nothing in Betts' background that would have prevented him from buying the rifle used in the shooting. They are also considering federal gun charges. The others were named as: 27 year-old Lois Oglesby, 38 year-old Saeed Saleh, 57 year-old Derrick Fudge, 30 year-old Logan Turner, 25 year-old Nicholas Cumer, 25 year-old Thomas McNichols, 36 year-old Beatrice Warren-Curtis, and 39 year-old Monica Brickhouse.

Conflicting accounts of the shooter have emerged.

Bartender Andy Baker said Betts was at Romer's Bar & Grill last Monday and seemed fine.

Apart from his high school troubles, Betts had traffic tickets for speeding and other minor traffic offenses, police said.

But high school classmates said he was suspended for compiling a "hit list" of those he wanted to kill and a "rape list" of girls he wanted to sexually assault.

Associated Press writers Julie Carr Smyth in Dayton, Michael Balsamo in Orlando, Florida, Kantele Franko in Columbus, Michael Bieseker in Washington, Reese Dunklin in Dallas and Michael Kunzelman in Silver Spring, Maryland, contributed.

The gunman has been identified as 24-year-old Connor Betts of Bellbrook, Ohio, Deputy Police Chief Matt Carper told media later on Sunday.

Police also revealed the full list of those fatally shot in Sunday morning's murderous rampage. If he had been charged as a juvenile, that would typically be sealed under state law.

President Donald Trump was briefed on the shooting and praised law enforcement's speedy response in a tweet Sunday. "My office stands ready to assist the Dayton community with whatever is needed to investigate and recover from this attack".

At least nine people have been killed after a gunman targeted an OH bar in the early hours.

Sunday's shooting in Dayton is the 22nd mass killing of 2019 in the US, according to a AP/USA Today/Northeastern University database that tracks homicides where four or more people were killed - not including the offender. The 20 mass killings in the U.S.in 2019 that preceded this weekend claimed 96 lives.
