New York Governor Andrew Cuomo signed a bill into law Monday that will allow the release of the President's state tax returns to Congress.

"This bill gives Congress the ability to fulfill its Constitutional responsibilities, strengthen our democratic system and ensure that no one is above the law", Cuomo said.

"As the home state of Donald Trump, New York has a special role to play to help avoid a constitutional crisis between the president and Congress in their effort to obtain his tax returns", Manhattan state Sen.

The bill, which Cuomo had been expected to OK, requires NY officials to release tax returns of public officials that have been requested by "congressional tax-related committees" that have cited "specified and legitimate legislative purpose" in seeking them.

Existing laws generally prohibit the release of tax returns.

Any information that would violate state or federal law would be redacted.

The committee sued Mnuchin and the Treasury Department last week to appeal Mnuchin's decision.

Neal's reluctance to use the NY law is likely to set up a clash with progressives who have criticized the Massachusetts Democrat for not moving more quickly to obtain the tax returns. Richard Blumenthal, D-Conn., said in a statement.

Ways and Means Chairman Richard Neal, D-Massachusetts, however, has signaled that he may not be interested.

Special Counsel Robert Mueller arrives to make a statement about the Russian Federation investigation at the Justice Department in Washington on May 29, 2019. While the committee has jurisdiction over federal tax laws, state tax laws mostly fall to the House Judiciary Committee. The law, known as the TRUST Act, authorizes state officials to share tax return information of elected officials upon request from Congressional Committees.

But some House Democrats worry that seeking Trump's state returns could complicate the federal lawsuit that Neal's committee filed a week ago to enforce congressional subpoenas for Trump's individual and business returns.

The department affirmed Mnuchin's assertation on June 14, saying because Neal had wanted to make the president's tax returns public, the request would not carry out a legitimate legislative function.
