Major automakers strike climate deal with California, rebuffing Trump’s mileage freeze

A dozen US states have adopted California's vehicle emissions rules covering more than a third of all USA sales, and California, the most populous US state accounting for about 12% of US vehicle sales, would certify automakers in compliance with its rules if it adopted the compromise. Experts have said that the Trump administration's effort to roll back fuel-efficiency standards could deliver one of the biggest blows to the nation's effort to reduce emissions.

The compromise between the California Air Resources Board and Ford, Honda, Volkswagen, and BMW of North America came after weeks of secret negotiations and could shape future U.S. vehicle production, even as White House officials aim to relax gas mileage standards for the nation's cars, pickup trucks, and SUVs.

The four automakers came to California with the proposal, and the Air Resources Board hopes other companies will join them, Chairwoman Mary Nichols said Thursday.

"A 50-state solution has always been our preferred path forward and we understand that any deal involves compromise", the automakers' statement said.

The Trump administration has sought to freeze Obama administration standards that would have required the fleet of new vehicles to get an average of 36 miles per gallon in real-world driving by 2025.

California's compromise with the automakers would increase stringency of the requirements at a nationwide average annual rate of 3.7 percent starting in the 2022 model year through 2026 - and one percent of that annual improvement could be covered by credits awarded for building electrified vehicles.

The automakers also agreed to recognize California's authority to set its own standards, which are followed by at least a dozen other states, and they will not challenge the state's authority, according to the statement.

The Post notes, "Under the new accord, the participating companies will be able to tap into more generous credits than would have been available under the Obama-era rules".

The compromise would also remove a requirement to account for upstream emissions of fuels.

"These terms will provide our companies much-needed regulatory certainty by allowing us to meet both federal and state requirements with a single national fleet, avoiding a patchwork of regulations while continuing to ensure meaningful greenhouse gas emissions reductions", the statement said.

The four automakers represent only about 30% of USA new-vehicle sales.

Senator Thomas Carper of DE, who convened private meetings of between industry leaders, the administration, and California officials over the past year and a half, hailed the agreement.

Newsom said in a statement that the deal will "make the air cleaner and safer for us all".
