Assistant Commissioner Ian McCartney said the 20-year-old man from the Sydney suburb of Greenacre had been monitored for the past 12 months since returning to Australia from Lebanon.

The three men have been arrested following counter terrorism raids in six properties of Sydney's west.

Radwan Dakkak, 23, appeared in Bankstown Local Court on Wednesday charged with being a member of terror organisation.

The Islamic State group is expanding its footprint in the mountains of northeastern Afghanistan, recruiting new fighters and plotting attacks on the United States and other Western countries, US and Afghan security officials have told The Associated Press.

Police also said they believe the men met on social media and shared an allegiance to Islamic State.

Police will allege Mr el Matari was planning an attack on prominent buildings across Sydney such as churches and police stations.

Isaak el Matari, 20, was charged with three offences including being a member of Islamic State and preparing a terrorist act.

The 30-year-old was charged with obtaining a financial benefit by deception and granted police bail before his matter goes to court later in July.

"There is no immediate threat to the safety of the community as a result of this activity", a NSW Police spokeswoman said earlier on Tuesday.

"The online environment provides fast and easy access to information and, unfortunately, those benefits are also being exploited by extremists, who use digital technologies to exist "virtually" if their physical existence is under threat", said the NSW Police Counter Terrorism and Special Tactics Commander, Assistant Commissioner Mick Willing. The others face sentences as long as 10 years.
