Authorities speak to the media after a gunman opened fire at the Virginia Beach Municipal Center.

Police Chief James Cervera said that a shooter opened fire and shot "indiscriminately" at workers inside an operations building in the facility. The suspect was killed in an exchange of gunfire with police who responded to the incident. He was saved by his bulletproof vest.

CNN reported that there were five patients at Virginia Beach General Hospital.

The Norfolk FBI is assisting Virginia Beach Police with its investigation.
