Facebook to tighten live streaming rules after distribution of Christchurch massacre video

New Zealand PM Open internet doesn't mean accepting hate Facebook announces changes on eve of Christchurch Call

It was organized by Ardern and French President Emmanuel Macron, and will see world leaders and tech executives sign a pledge called the "Christchurch Call".

Facebook said in a statement it was introducing a "one-strike" policy for use of Facebook Live, temporarily restricting access for people who have faced disciplinary action for breaking the company's most serious rules anywhere on its site.

Weeks after the massacre, Facebook said that the 17-minute video wasn't reported during the period it was live, and that the first user report came 12 minutes after the livestream ended.

Before the Christchurch attack, she said, governments took a "traditional approach to terrorism that would not necessarily have picked up the form of terrorism that New Zealand experienced on the 15th of March, and that was white supremacy".

It also said it would fund research at three universities on techniques to detect manipulated media, which Facebook's systems struggled to spot in the aftermath of the attack.

New Zealand Prime Minister Jacinda Ardern said she doesn't understand why the United States hasn't responded to mass shootings by passing stronger gun laws.

People who have broken certain rules, including those against "dangerous organisations and individuals", will be restricted from using the Facebook Live streaming feature, said the vice president of integrity Guy Rosen.

"It's a global problem that requires a global response", she said.

While not having Facebook Founder and CEO Mark Zuckerberg at the meeting is regrettable, "what's fundamental is for Facebook to agree to this plan", Ardern told Le Monde in an interview published Wednesday. Facebook served as an organizing tool for the deadly neo-Nazi rally in Charlottesville in 2017, for example, and lesser-known fringe websites hosted hateful screeds penned by the man accused of opening fire on a Pittsburgh synagogue previous year.

The systems would not have to actively remove risky content, but could filter them out so they are not recommended or shown in people's search results and news feeds, limiting their spread.

Rosen explained that Facebook has historically banned rule-breaking users from its entire platform, but that its new policy seeks to set rules that would specifically bar people from the Live service. But "ultimately the regulation of these tools that transmit information should be a matter for governments, not just the whims of private companies".
