Hong Kong's legislative assembly descended into chaos today as politicians brawled in the chamber over controversial changes to the territory's extradition law.

While pro-democracy and Beijing-supporting lawmakers agreed that the man should remain detained, they bitterly differed on whether he should be extradited to mainland China where the legal system is influenced by the Communist Party.

Rancour between the two political camps exploded with rival lawmakers shouting and tussling amidst a dense pack of reporters, as pro-democracy lawmakers tried to seize the microphone and stop their counterparts in the legislature from controlling the meeting.

At least one person was taken from the chamber on a stretcher following the melee, in which legislators grappled with each other on the floor and amid seats and tables.

She cited the case of 20-year-old resident Chan Tong Kai, who allegedly murdered his pregnant girlfriend, Ms Poon Hiu Wing, also from Hong Kong, during a Valentine's Day holiday in Taipei last year, and then flew home.

Amendments to the extradition law prompted marches by tens of thousands of people in Hong Kong last month.

In February, the Hong Kong government proposed that the city's chief executive, Carrie Lam, should be given powers to send fugitives and suspects to jurisdictions not covered by existing arrangements, including to mainland China and Taiwan.

Locals in Asheville, North Carolina were alerted on Thursday to the news that a 7-week-old infant had been kidnapped. Hours later, the infant was found alive lying at the bottom of a ravine adjacent to a road.

The harsh sentences were seen as an effort by the Hong Kong government to draw a line under the protests amid pressure from Beijing.

China rejected the report saying Hong Kong affairs were an internal matter.

But authorities say they need to make the change so they can extradite a murder suspect to Taiwan.

In the United States, a congressional commission said the law could extend China's "coercive reach" and create serious risks for U.S. security and business interests in Hong Kong.

Chen Dong, deputy head of Beijing's main representative "Liaison office" in Hong Kong, said on Saturday the bill is needed to plug legal loopholes and "improve Hong Kong's legal reputation", according to the pro-Beijing Ta Kung Pao newspaper.

Hong Kong's opposition democratic lawmakers hold less than a third of the seats in the city's 70-seat legislature, meaning they can't veto the legislation when it goes to a final vote, possibly in weeks.

She has cited the case of a Hong Kong man who allegedly murdered his girlfriend in Taiwan previous year, and who has since fled back to Hong Kong, as a major reason for rushing through the legislation with minimal public consultation.
