A statement published on the Kremlin's website said Ukrainians living in Luhansk and Donetsk, two border regions with large amounts of Russian-speaking Ukrainians that have defended their autonomy from Kiev with arms for the last five years.

Russian President Vladimir Putin has signed a decree, which makes it possible for residents of certain regions of southeastern Ukraine to obtain Russian citizenship under a simplified procedure.

Ukraine's foreign minister Pavlo Klimkin labelled the decision a "continuation of aggression and interference in our internal affairs" and urged the residents of eastern Ukraine not to accept the passports. They will have to swear allegiance to Russia when given Russian citizenship. Putin, however, unlike other world leaders, has not yet congratulated him on his victory, saying that the election results are not yet final. While Putin explained the move was exclusively humanitarian and created to ease up the hardships of people trapped in the civil conflict in the east of Ukraine, the decision caused a meltdown in Kiev.

The Kremlin order threatens to ratchet up confrontation between Russian Federation and Ukraine, which has repeatedly accused Putin of sending troops and weapons to aid the separatists in a war that's killed 13,000 people in the past five years.
