Deteriorating security conditions, fueled by foreign intervention, clashes between two rival governments as well as the presence of jihadi groups, have plagued Libya since the 2011 overthrow, backed by the USA and North Atlantic Treaty Organisation, of the late dictator Muammar Gaddafi.

Observers see Trump's words of praise for the strongman, at the expense of internationally-recognized leader Fayez al-Sarraj, as evidence of USA support that explains Haftar's determination to pursue his offensive to seize Tripoli.

The launch of the offensive coincided with UN Secretary-General Antonio Guterres's visit to Libya to push for a national reconciliation conference.

Italy, the ex-colonial power with extensive oil holdings in Libya, backs the Tripoli government of Prime Minister Fayez al-Serraj and fumed over French reluctance to endorse a recent European Union resolution urging Haftar to halt his advance.

The White House said on Friday that President Donald Trump spoke by phone on Monday to Libyan military commander Khalifa Haftar and discussed "ongoing counterterrorism efforts and the need to achieve peace and stability in Libya".

The World Health Organization (WHO) said on Friday that 213 people have been killed and 1,009 others injured in the fighting between the UN-backed Libyan government and the east-based Army in and around Tripoli.

Paris has given Haftar support in the past, however, viewing him as the best bet to end the chaos that has reigned since a NATO-backed rebellion to end Gaddafi's murderous four-decade rule.

The LNA force seized earlier this year the south and its two oilfields, although tribesmen with flexible loyalties remain strong in the sparsely populated desert region.
