A bus crash on the holiday island of Madeira is believed to have killed 28 tourists.

Germany's foreign office said on Wednesday it is possible that German tourists were among the victims.

Located in the mid-Atlantic, off the coast of Africa, the Madeira archipelago is a popular tourist destination, with 1.5 million visits every year. "I can not face the suffering of these people", Mayor Filipe Sousa told broadcaster SIC TV.

The cause of the accident was not immediately known.

According to The Irish Sun, the incident took place near a botanical garden within the hotel district of Canixo, which the publication describes as "a quiet coastal community in the south-east of Madeira". He said the bus was carrying 55 people, and rolled down a steep hillside after veering off the road on a bend east of the capital, Funchal.

"I have no words to describe what happened".

A battered white bus on its side surrounded by firefighters could be seen in photos published by Portuguese media, while SIC said there were 19 ambulances at the scene following the accident which, occurred around 6.30pm.
