U.S. to expand abortion 'gag rule,' won't fund certain groups: Pompeo

Secretary of State Mike Pompeo is expanding a ban on U.S. aid to groups that promote or provide abortions. Pompeo says he's extended the ban to organizations that comply with the rule but give money to others that don't Tap to unmute

"We will enforce a strict prohibition on backdoor funding schemes and end runs around our policy", said Secretary of State Mike Pompeo.

"This administration's obsession with attacking women's reproductive health is egregious and unsafe", Shaheen told Newsweek in an emailed statement.

The Mexico City Policy had its first origins under the Reagan administration, and since then it has been alternately backed under Republican presidents or removed under Democratic presidents. They've supported the global gag rule and its domestic analogues for decades. "Taxpayer dollars should not fund abortion here or overseas, and respecting the inherent dignity of the unborn person goes hand in glove with our country's foreign assistance and humanitarian work", March for Life's president, Jeanne Mancini, said in a statement.

Pompeo denied that claim and said the USA would continue to be a leader in such aid.

Pompeo also announced that the federal law known as the "Siljander Amendment" will be "fully enforced".

"I further direct the Secretary of State to take all necessary actions, to the extent permitted by law, to ensure that US taxpayer dollars do not fund organizations or programs that support or participate in the management of a program of coercive abortion or involuntary sterilization", Mr. Trump wrote in his order on January 23, 2017.

"While Secretary Pompeo's announcement was not accompanied by any sort of plan for implementation, his announcement signifies a further expansion of a policy that puts women's lives at risk around the world and has proven not to achieve its stated aim of reducing abortions", Shaheen continued.

As for that slow start, I've seen many try to pin blame on Harden for that as well. "James went on a historic run". Houston starters PJ Tucker and Eric Gordon combined to miss 12 of their 13 3-point attempts.

"We are excited to see Secretary Pompeo taking additional steps to ensure that Americans' hard-earned dollars are actually used for health assistance, not funneled to groups that push abortion". The move builds on a 2017 announcement by the Trump administration that it was reinstating and expanding the so-called Mexico City policy. "This ideologically driven policy undermines the very goals of USA foreign aid programs by harming the health of people in developing countries, violating medical ethics, and trampling on democratic values".

Wen said 'there are countless examples around the world of patients losing access to health care, ' as a effect of the Mexico City Policy, 'especially in places where maternal deaths, HIV rates, and unmet need for contraception are unacceptably high'.

Brian Dixon of the Population Connection Action Fund said Pompeo's decision was "repulsive". "The Secretary's courageous leadership on the implementation of this policy will assure its proper oversight and help advance the protection and empowerment of human persons at all stages in our worldwide global health assistance initiatives". "Instead, the Trump administration's actions threaten access to critical services that prevent maternal deaths, treat HIV and Zika, and provide communities with lifesaving health care".

The U.S. will not provide aid to groups that do not themselves violate the Mexico City Policy, but provide support to foreign abortion organizations, under the new policy. It is undermining progress on maternal and child health.

Pompeo said that closing the loopholes better reflected the administration's commitment to a pro-life approach to foreign aid. "The institutions of OAS should be focused on addressing crises in Cuba, Nicaragua and in Venezuela, not advancing the pro-abortion cause", he said.

Nine Republican senators wrote to Pompeo in February to complain that the Inter-American Commission on Human Rights and the Inter-American Commission on Women were getting OAS money to 'aggressively lobby pro-life sovereign nations to legalize abortion'.
