China on the other hand has said that it has adopted a responsible attitude and followed the rules and procedures of the UNSC Resolution 1267 sanctions committee.

In 2017 too, India indirectly identified China as the UNSC member responsible for blocking the consensus on listing Azhar.

"China's move to hold the listing is inconsistent with its own stated goals of combatting terrorism and furthering regional stability in South Asia", said the diplomat, requesting not to be named given that the deliberations of the United Nations sanctions committee are confidential, thus preventing member-countries from talking about it in public.

Reportedly, China in its note to Security Council said it needed more time to examine the sanctions request targeting Masood Azhar.

"Without solid evidence, India has long accused Pakistan of sponsoring terrorist attacks by Jaish-e-Mohammed and other militant groups and China of providing uncritical support for Pakistan".

Listing of Azhar as a terrorist would have meant a significant diplomatic victory for India and resulted in restrictions on his travel and freezing of his assets. India in 2009 had moved a proposal by itself, and with the US, UK and France in 2016 after an attack on the Uri air base in Pathankot in January that year.

The State Department referred to this statement on Wednesday when asked about the latest developments in NY.

Hectic diplomatic and political parleys had preceded the closely-watched March 13 deadline as New Delhi reached out to the UNSC member countries. Also, India's growing proximity to the USA, sheltering Dalai Lama, and Pakistan's role in China's One Belt One Road strategy are said to be the reasons for China's protecting Pakistan's interests. India on Saturday said all UNSC members were aware about the JeM training camps and the presence of terror group's chief Masood Azhar in Pakistan and urged them to designate him as a global terrorist.

On Monday, India's foreign secretary Vijay Gokhale met U.S. secretary of state Mike Pompeo to press the terror issue.

According to the State Department, Pompeo reiterated that the U.S. would stand with the people and government of India in the fight against terrorism.

Beijing had always demonstrated responsibility, and it had been in contact with the parties on the resolution and always taken an appropriate stance, a spokesman for the Chinese foreign ministry said.

On Monday, America's National Security Advisor John Bolton tweeted that he had spoken with Pakistani Foreign Miniter Shah Mahmood Qureshi to "encourage meaningful steps against JeM and other terrorist groups operating from Pakistan".

"We already stressed China's position on the listing of terrorist organisations and individuals in the UN Security Council 1267 Committee on many occasions. We will continue to pursue all available avenues to ensure that terrorist leaders who are involved in heinous attacks on our citizens are brought to justice", added the statement. "Pakistan wishes peace and stability in the region", he said, pointing out that last week, Islamabad sent its envoy back to New Delhi and was sending an official delegation to India this week to discuss the reopening of the Kartarpur corridor.
