China on the other hand has said that it has adopted a responsible attitude and followed the rules and procedures of the UNSC Resolution 1267 sanctions committee.

"China's move to hold the listing is inconsistent with its own stated goals of combatting terrorism and furthering regional stability in South Asia", said the diplomat, requesting not to be named given that the deliberations of the United Nations sanctions committee are confidential, thus preventing member-countries from talking about it in public.
"Without solid evidence, India has long accused Pakistan of sponsoring terrorist attacks by Jaish-e-Mohammed and other militant groups and China of providing uncritical support for Pakistan".
Listing of Azhar as a terrorist would have meant a significant diplomatic victory for India and resulted in restrictions on his travel and freezing of his assets. India in 2009 had moved a proposal by itself, and with the US, UK and France in 2016 after an attack on the Uri air base in Pathankot in January that year.
