The CHP says the infant was dressed in a soiled onesie in 30-degree weather.
"You can see the umbilical cord attach to it, so this baby was barely born and I can't tell for how long but it had feces leaking from it's onesie", Fuentes told KGPE.
Fuentes told The Fresno Bee he was also grateful to have discovered the baby alive, as it could have easily gone another way. While Fuentes waited for first responders, a woman driving by asked if he needed help.
'She was as shocked as I was, ' he said. The pair unzipped the baby's flannel onsesie, and discovered the umbilical cord.
The child was taken to hospital and is said to be in good health.
The newborn, who was only hours old, was rushed to Valley Children's Hospital and is now being treated at the Neonatal Intensive Care Unit.
Officials said the newspaper carrier took the baby inside his vehicle and called 911. Authorities are now looking for the newborn's mother.
