President Donald Trump has lauded the federal employees furloughed or working without pay due to the partial government shutdown, describing those not getting paid as "great patriots".

After days of bitter clashes between Trump and House Speaker Nancy Pelosi, it was unclear if the twin developments represented serious steps toward resolving the fight.

Meanwhile, as the longest government shutdown in USA history reaches the one month mark, over 800,000 federal workers remain furloughed or working without pay while Trump and Pelosi engage in a political tit-for-tat.

Mitch McConnell announced that he would bring the legislation to the Senate floor for a vote in the coming week.

The $16.5 billion block grant program funds cash welfare benefits and other services for low-income families.

"Neither one is trusting the other one". That, he said, would be more effective than "a monument".

Trump on Saturday offered a three-year extension in protections for roughly 700,000 "dreamers" who were brought to the USA illegally as children and approximately 300,000 refugees facing an end to temporary legal status.

But Democrats called the proposals "unacceptable", a "non-starter" and "hostage taking".

Trump has offered temporary protections for immigrants who previously benefited from Deferred Action for Childhood Arrivals and Temporary Protected Status in return for his border wall.

"Trump proposes amnesty", conservative commentator Ann Coulter said on Twitter.

The plan Trump proposed also includes $800 million for urgent humanitarian assistance and $805 million for drug detection technology to secure ports of entry, as well additional border agents, law enforcement officials and new immigration judge teams to deal with cases of migrants crossing the US-Mexico border.

Between the two groups, that's more than 1 million people who Democrats claim to care about.

Trump's reference to amnesty in the tweet could create confusion and is unlikely to help the president get his plan through Congress. "But it did nothing to get us closer to ending the shutdown", Rep. Adam Schiff (D-Calif.) said Sunday about the offer on CBS's "Face the Nation".

"I'll let the president's words stand", Pence said.

"First, President Trump and Senate Majority Leader McConnell must open the government today".

Trump had considered a larger immigration deal in the past. In exchange the president wants the Democrats to vote in favor of $5.7 billion for the wall he seeks between the US and Mexico.

The proposal was met with immediate criticism from some conservative corners, including NumbersUSA, which seeks to reduce both legal and illegal immigration to the U.S. The talks collapsed soon thereafter.

Roll Call reported that Vice President Mike Pence reached out to media on Saturday, saying: "There is no amnesty in the president's proposal".

'It's not amnesty, ' he said. "Be careful Nancy!" Trump tweeted.

Clyburn went on to add that he is not against the idea of a wall to protect the southern border of the U.S. He told Wallace he is in favor of a "smart wall", video shows.

On the eve of Martin Luther King Jr. Day, Pence also invoked the legacy of the slain civil rights leader, noting that he "inspired us to change through the legislative process to become a more ideal union".

Mr. Pence on Saturday said Mr. Trump "readily" embraced adding the TPS deal into his proposal this time. "Come to the table in a spirit of good faith. What the American people heard yesterday was statesmanship".

Later on Sunday morning, Trump touted his progress on building the wall, even without the necessary funding.

When asked by NBC's Chuck Todd whether Trump's offer signals "progress", Sen. What we can not do, and I've actually had Republicans as well recognize this, is that we can not reward the kind of behavior of hostage taking. It's time for Democrats to quit the theatrics and start negotiating.

"We want to sit down and put some stability in people's lives", Clyburn said. I disagree. I don't think his voters will care much at all, as long as he continues to fling fresh cuts of red meat in their direction.

Minutes before Trump was to unveil his plan at the White House, the California Democrat said early reports about the proposal indicated it was insufficient.

Senate Minority Whip Dick Durbin also said in a statement that he would not support the rumored deal before the speech. But Democrats aren't budging, and the shutdown looks certain to enter its second month with little or no prospect for resolution on the horizon.

"This bill takes a bipartisan approach to re-opening the closed portions of the federal government".

Trump did not make clear what he was referring to regarding the 11 million people mentioned in his tweet.

"I attended your first State of the Union address in Washington D.C. last year", Moore wrote.
