Former San Antonio Mayor and Housing and Urban Development Secretary Julian Castro waves as he arrives with his family to an event where he announced his decision to seek the 2020 Democratic presidential nomination, January 12, 2019, in San Antonio.

He was mayor of San Antonio from 2009 to 2014 - the youngest mayor of a top-50 American city. He joined the Obama administration as the head of HUD two years later, giving him a national profile and feeding speculation that he might become the running mate of his party's 2016 presidential nominee. His first trip as a candidate comes Monday, to hurricane-ravaged Puerto Rico, where an outcry has begun as the White House considers diverting disaster funding to pay for the wall. "Yeah, we have to have border security, but there is a smart and a humane way to do it".

"There is no way in hell that caging babies is a smart or a right or good way to do it".

Castro, whose grandmother came to the United States from Mexico in the 1920s, would be vying to become the party's first Hispanic-American nominee amid a field of that could swell to more than 20 candidates. He spoke about the need to address climate change.

Perhaps more disturbing for Castro are the Lone Star rumblings that former U.S. Rep. Beto O'Rourke, now the most popular Democrat in Texas, is seriously considering a campaign for president.

"We say no to building a wall and say yes to building community", he added, to roars from the crowd.

Hispanic activists were already celebrating Castro's potential run for the White House, arguing his politics and life story served as an antidote to the Trump presidency, which has always been characterized by anti-immigrant rhetoric.

Who do you want to see running in 2020? The Spanish-style plaza in the Castro twins' boyhood neighborhood was packed with supporters who streamed through the gates between a mariachi band.

Castro formed an exploratory committee in December. Ted Cruz turned O'Rourke into a national Democratic celebrity.

Among the other possible candidates expected to make decisions soon are Senators Cory Booker of New Jersey and Kamala Harris of California. Diana Delrosario, a social worker in San Antonio, warned she might cry while she recounted how Castro once went out of his way as mayor to help wheel her mother out of a restaurant.

Castro was raised by a local Latina activist. He has always been viewed as a rising star in the Democratic Party since he first landed on the national scene by delivering the keynote speech for President Barack Obama at the 2012 Democratic National Convention.

In response to Castro's announcement, a spokesman for the Republican National Committee called Castro one of the "biggest lightweights to ever run for president", saying he was a weak mayor and questioning his tenure as Housing and Urban Development secretary. Distancing himself from President Trump's nasty feuds with the "fake news", Castro told his audience that he and his brother Joaquin were considering a career in journalism before they got into politics, so they respect the work members of the press do. He also said he doesn't plan to accept any PAC money for his campaign.
