Democrats have repeatedly slammed the proposed wall but have remained vague about counter-proposals that would curb illegal immigration.

US President Donald Trump is set to argue that an immigration "crisis" requires his long-promised wall along the Mexican border.

The president is insisting that $5bn (£4bn) be included for the border wall. Trump's insistence on $5 billion in funding for the wall lies at the center of the current partial government shutdown, which is entering its third week. Hundreds of thousands of federal workers are going without pay, and government disruptions are hitting home with everyday Americans. It invited representatives from cable news outlets to a White House lunch with Trump ahead of the address, a gesture that is typically reserved for the lead-up to State of the Union speeches.

While Trump has frequently painted a picture of an "unprecedented crisis" of illegal immigration at the U.S.

The number of illegal border crossings is down from 1.6 million in 2000 to less than 400,000 a year ago.

In a pre-emptive move, the White House said Monday that tax refunds would be paid despite the shutdown.

White House press secretary Sarah Huckabee Sanders said in a tweet that Mr Trump would use his visit to the border on Thursday to "meet with those on the front lines of the national security and humanitarian crisis". He told CBS News' Major Garrett that the number of families and unaccompanied children showing up at the border is "overwhelming" the ability of "our customs and border patrol to deal with it".

After meeting with Democrats over the weekend, the White House issued a series of budget demands, including a new request for $800,000 for humanitarian needs. Joe Manchin told CNN.

The paper reported it was unlikely Trump would declare a national emergency, citing sources familiar with Trump's planned remarks - although the president has been known to stray from the words put down on paper by aides.
