And the Defence Secretary, Gavin Williamson - also a former Remainer - said there were many concerns with the paper and it must be made clear it was as far as the government would be willing to compromise.

Afterwards, Mrs May said the cabinet had reached a "collective" agreement on the basis of the UK's future relationship with the European Union after Brexit.

"I'm sticking in government to make sure that's where we get to in the end".

He said May's Brexit plan would damage Britain's national interest.

With the DUP and hardline Brexiteers prepared to vote down any deal, the parliamentary arithmetic is looking increasingly hard.

After the transport minister resigned from his position over Brexit negotiations, Jo Johnson's sister has said that she admires how he has put his principles ahead of his party.

Mr Johnson said: "We are barrelling towards an incoherent Brexit that is going to leave us trapped in a subordinate relationship to the EU".

May's Chequers plan, adopted by the Cabinet in July and later rejected by the bloc, envisages the establishment of a UK-EU free trade area based on a "common rulebook" and the refusal to draw a hard border between Northern Ireland and Ireland.

May, who was attending a ceremony to mark 100 years since the end of World War One, found some support from ministers in her cabinet, but it would be hard for her to ignore the growing calls to change tack after a minister resigned and Northern Ireland's Democratic Unionist Party threatened to rebel.
