In August, Trump canceled Pompeo's planned trip to Pyongyang, citing a lack of progress in North Korea's denuclearization.

In announcing Pompeo's meeting with Kim Yong Chol earlier this week, the State Department said the two men would discuss "making progress on all four pillars of the Singapore Summit joint statement, including achieving the final, fully verified denuclearization" of North Korea.

The Russian permanent mission to the United Nations has asked for closed consultations on sanctions against North Korea to be held by the United Nations Security Council (UNSC) on Thursday, the mission's spokesman, Fyodor Strzhizhovsky, told Sputnik.

The U.S. State Department says Secretary of State Mike Pompeo and Kim Yong-chol, the head of Pyeongyang's intelligence agency, will meet in NY on Thursday to discuss denuclearization and the implementation of the June 12th summit declaration.

North Korea warned last week that it will consider reviving its nuclear weapons program if the United States fails to lift its crippling economic sanctions against the regime.

Trump, in a free-wheeling news conference after midterm elections, said he was willing eventually to ease the pressure on North Korea. North Korea's Foreign Ministry said the US President Donald Trump's administration had failed to understand its repeated demand.

"But I will say this, I will say this very simply - We are in no rush, the sanctions are on", he said.

Washington added that Stephen Biegun, U.S. Special Representative for North Korea, is also taking part in the talks.

"Gen. Dunford was simply highlighting that the Defense Department is in support of the State Department when it comes to the ongoing diplomatic negotiations with North Korea", JCS spokesperson Col. Patrick S. Ryder told Voice of America.

During a press conference on Wednesday mostly focused on midterm USA elections, Trump contended that he had made more progress with North Korea than past administrations, and said that with sanctions still in place, he was not in a hurry to reach a deal with Pyongyang, which has halted nuclear and missile tests for the past year.

The talks in NY were largely seen as paving the way for a second summit between Trump and Kim Jong Un, who met in Singapore in June.

At the news conference, Trump pointed out that North Korea has not tested further missiles amid the talks.

Cheong Wa Dae declined to comment on Dunford's remarks, but the presidential office reiterated Kim Jong-un's pledge, made during meetings with Moon and his top aides this year, that the North would not demand the withdrawal of USFK troops.

But the growing divide between the US and South Korea also has many concerned, as liberal President Moon Jae-in pushes for closer Korean ties including demilitarizing the border and increasing economic cooperation. "When the North Koreans are seemingly opening the door, then those differences in priorities and perspective can create tensions".
