The National Oceanic and Atmospheric Administration is predicting an unusually warm winter for New England residents.

"We find ourselves on the verge of El Nino", said Mike Halpert, deputy director of NOAA's Climate Prediction Center, on a call with reporters Thursday. During the winter, typical El Nino conditions in the USA can include wetter-than-average precipitation in the South and drier conditions in parts of the North.

The outlook does not include seasonal snowfall accumulations, but it is being predicted that New England, similar to last year's forecast, has an equal chance of seeing above, near, or below normal precipitation. States from the Pacific Northwest through the Northern Plains and into the Northeast are likely to have above-average temperatures, the NOAA reported.

While this obviously shouldn't be taken as gospel, it does give us a brief look at what we can expect heading into the winter season.

California is likely to see hotter-than-average winter temperatures, while parts of Southern California could also get greater precipitation, according to NOAA. Meteorologists predict there's a 75 percent chance it'll be around this winter.

The prospect of stormy conditions in the Southeast and Mid-Atlantic means it has the greatest chance of having colder-than-normal conditions of anywhere in the country, Halpert said.

No place in the U.S.is expected to experience cooler-than-average temperatures, according to NOAA. On Thursday, NOAA released their annual 2018-19 Winter Outlook.

Wetter-than-average conditions are favored across the southern tier of the US, and up into the Mid-Atlantic. During the winter, typical El Nino conditions in the US can include wetter-than-average precipitation in the South and drier conditions in parts of the North. The chances are highest in southeastern Georgia and much of northern and Central Florida.

- Drier-than-average conditions are most likely in parts of the northern Rockies and Northern Plains, as well as in the Great Lakes and northern Ohio Valley. They will provide you with estimated snowfall totals for the winter in Eastern Kentucky.

Last winter ranked among the warmest third in historical records, 1.8 degrees above normal averaged over the nation.

The next update from NOAA will come mid-November.

As for that other big winter factor - snow - Halpert says the weather service has no prediction for Maine.
