Neither the United States nor Russian Federation will be able to send astronauts to the ISS until investigators determine why a Soyuz rocket experienced an anomaly after blastoff Thursday, complicating an already tricky launch calendar for 2019.

Russian Federation has set up a state commission to investigate the Soyuz booster rocket failure.

"There's a cumulative sense that the Russian space program is degrading", he said. "That will give our Russian colleagues certainly the better part of two or three months to try to diagnose this problem and understand what they need to do to correct that", Todd told reporters during a hastily arranged press briefing. Hague was supposed to be one of the spacewalkers.

The astronauts were to dock at the International Space Station six hours after the launch, but the three-stage Soyuz booster suffered an unspecified failure of its second stage.

NASA posted pictures of Hague and Ovchinin undergoing a medical check-up at Dzhezkazgan's airport. Soon after, they will head back to Star City in Moscow, where astronauts live while they prepare for launch.

The pair are in contact with ground control, the space agency said.

A tweet from Roscosmos shows the two astronauts resting comfortably, and looking like they're in good spirits, despite what must have been a hard experience.

NASA confirmed the crew had landed safely back on earth at 8.23pm (AEST). "That means the crew will not be going to the International Space Station today". Hague and Ovchinin are out of the capsule and are reported to be in good condition. "A thorough investigation into the cause of the incident will be conducted", Bridenstine said in a statement.

The Russian space agency, Roscosmos, coordinated the launch, which had been planned for multiple years.

Russian officials said all manned space flight missions would be suspended until investigators figure out what went wrong. He said Russian Federation will share all relevant information with the U.S.

A duo of astronauts from the USA and Russian Federation has blasted off for a mission on the International Space Station.

At this moment, there are no Soyuz spacecraft berthed at the orbiting science station.

David Saint-Jacques is scheduled to co-pilot the capsule December 20 and become the first Canadian at the orbiter since now-retired astronaut Chris Hadfield returned to Earth in 2013.

Hague was originally scheduled to participate in spacewalks in the coming weeks to replace batteries on the outside of the space station.

Collaboration between the U.S. and Russian space agencies has largely steered clear of geopolitical controversies, despite a standoff between Washington and Moscow that has continued since Russia's annexation of the Black Sea peninsula of Crimea from Ukraine in 2014 and allegations of Russian meddling in the 2016 United States presidential election.
