"Ready To Meet To Discuss Urgent Issues": Vladimir Putin To Kim Jong

South Korean President Moon Jae-in is brandishing the carrot, not the stick.

Advancement in ties between North and South Korea is the "driving force" behind denuclearisation, Moon said in a speech, lauding Monday's pact for next month's summit in Pyongyang, the North's capital.

Putin invited Kim and the South's President Moon Jae-in in June to an economic forum in Vladivostok next month although it is not known whether the North Korean leader responded to the invitation.

Russian President Vladimir Putin has expressed his readiness to meet North Korean leader Kim Jong-un "in the nearest time", Pyongyang's state-run KCNA news agency said Wednesday.

The Russian leader's personal message celebrated the 73rd anniversary of Korea's liberation from Japanese colonial rule, which is marked as a holiday in both the North and the South.

Putin also said the relations between the two states keep developing in a "friendly and constructive manner".

He also said he wants to see groundbreaking ceremonies before the end of this year to establish road and rail links between the two Koreas, links that would cross what is now one of the world's most heavily militarized borders.

"The reconnection of railroads and roads is the beginning of mutual prosperity on the Korean Peninsula", Moon said.

The presidential office Cheong Wa Dae later explained the four Asian countries were China, Japan, Russia and Mongolia.

Moon also stressed the need to resume and expand economic cooperation between the two Koreas. "It will then lead to the creation of East Asian energy and economic communities. Moreover, it will initiate a Northeast Asian multilateral peace and security system".

Moon modelled his plan after the European Union, saying that bloc originally started as an organisation for coal and steel, but eventually grew into something larger.

However, the president said inter-Korean cooperation may take off in earnest only after the North completely denuclearizes.

Once peace is established on the Korean Peninsula, the country will create at least two new special economic zones near the inter-Korean border in Gyeonggi and Gangwon provinces, the president added.
