Last month, a US citizen wearing a Puerto Rico shirt was repeatedly harassed by a man in a state nature preserve as a police officer casually looked on from a distance, a video recently shared on social media showed. Puerto Rican residents have been American citizens since 1917 and have the right to vote in U.S. presidential primaries, but not in presidential elections.

The Forest Preserves of Cook County tweeted on Monday that it was cognizant of the video Irizarry put on Facebook. He was drunk at the time, the report states.

ABC News has been unable to reach Trybus.

Footage of the incident, which took place last month, resurfaced online in recent days and one Facebook post with the clip had almost 2 million views at time of publication.

Finally, multiple police cars pull up, responding to a separate incident, and a female officer informs the man he's intoxicated.

In a Tuesday afternoon press conference at the Cook County Building in the Loop, Forest Preserves Deputy General Supt.

"Officer, I'm renting this area and he's harassing me about the shirt I'm wearing, ' Irizzary then tells the cop, who had already been called to the scene to investigate Trybus" intoxicated behavior.

"We've seen the video and it is very disturbing", Figel said. The unresponsive officer seen in the video was reassigned to desk duty pending his conduct review.

The man resumes his abuse, saying: "You're not American, if you were American you wouldn't wear that".

"You should not be wearing that in the United States of America", the man can be heard saying to her on a video she posted on Facebook.

She plans to interview all officers at the scene as well as Irizarry and said the video will be used in future training exercises by the Forest Preserves.

"Officer, officer, I feel highly uncomfortable", Irizarry pleaded with him.

Stagner and the Forest Preserves are not the only ones upset by the video, as Puerto Rican Gov. Ricardo Rossello tweeted about the "undignified event", calling the man a bigot and finding fault with the first officer who "did not interfere". Video of the incident has gone viral.

He called out Preckwinkle specifically to deal with the situation.

Preckwinkle addressed the matter Tuesday morning after an unrelated news conference.

The man continues ranting, while the officer doesn't acknowledge Irizarry's plea.
