India has about 500,000 soldiers in the part of Kashmir it controls, where armed groups are fighting for independence or a merger with Pakistan.

He also called for a "comprehensive independent worldwide investigation" into human rights abuses in the troubled region.

There is an urgent need to address past and ongoing human rights violations and abuses and deliver justice for all people in Kashmir, who for seven decades have suffered a conflict that has claimed or ruined numerous lives, a report by the UN Human Rights Office published on Thursday says. "Cross-border terror and incitement is aimed at suppressing the will of the people of Jammu and Kashmir, disrupting its political and social fabric and undermining India's integrity".

"Our protest and views in the matter have been conveyed unequivocally to the Office of the High Commissioner for Human Rights".

Minister of State (MoS) in the Prime Minister's Office Jitendra Singh also commented on the report and said, "The issue ends with 1994 resolution, which was endorsed by all the political parties. We reject UN Human Rights Report as a prejudiced attempt by vested interests to hurt India's sovereignty and national interests", he said. There are no entities such as "Azad Jammu and Kashmir" and "Gilgit-Baltistan".

Welcoming the report, Kashmiri hurriyat leader Mirwaiz Umar Farooq wrote on Twitter, "People of Kashmir thank the United Nations, especially the bold efforts of its HR commissioner, Zeid Ra'ad Al Hussein, for its support to the right of self-determination".

The Foreign Office (FO) in a press release said Pakistan "welcomes the proposal by the UN High Commissioner for Human Rights to establish a Commission of Inquiry for worldwide investigation into human rights violations" in IHK. It said, "The incorrect description of Indian territory in the report is mischievous, misleading and acceptable".

India said it was disturbing that the U.N. report described internationally-designated and U.N. -proscribed militant bodies as "armed groups" and militants as "leaders", as it undermined the U.N. -led consensus on zero tolerance of terrorism.

The impact of Pakistani counter-terrorism operations on human rights is detailed in the report, which notes the concerns of the UN Human Rights Committee at the "very broad definition of terrorism laid down in the Anti-Terrorism Act".

Congress communications in-charge Randeep Surjewala said the report has been prepared without understanding the ground situation in Jammu and Kashmir.

The sections of the PaK interim constitution that limit the rights to freedoms of expression and opinion, and peaceful assembly and association should be amended.
