At the House hearing, Democrats grilled Mattis on the wisdom and legality of Trump ordering an attack on Syria without explicit authorization from Congress. Mattis argued it would be justified as an act of self-defense, with 2,000 United States ground troops in Syria; he insisted he could not talk about military plans because an attack "is not yet in the offing". He also gave the Syrian leader a new nickname: "Animal Assad".

That, in part, may be the reason Trump sent his threatening tweet early on Wednesday.

Formally, the prime minister has the right to go to war without approval from parliament, but a convention has been established in previous conflicts where MPs have a vote either before or shortly after military action begins. "If we want to do that, we the Western partners can not diverge in our approaches". Western threats endanger global peace and security, Assad said, and military action would only contribute to the "further destabilization" of the region. But John Woodcock, who is chairman of the Labour's backbench foreign affairs committee, said he expected many in the party would defy Mr Corbyn if he tried to block action.
