U.S. President Donald Trump on Friday said he has signed Congress' massive $1.3 trillion spending bill into law, funding the government through September 30 and averting a government shutdown hours before funding was scheduled to lapse.

Within hours Trump proved his veto threat was exactly that when he signed the spending bill at the White House, but Quinonez wasn't alone in calling bullshit on the way the president tried to frame the DACA issue in the context of the omnibus.

Trump said he signed the measure that had passed the Senate just hours earlier "as a matter of national security", because it dramatically expands military funding and provides for "the largest pay increase" for U.S. troops in over a decade.

"I don't think what we did was the best thing we could have done", he added.

Conservatives have criticised the president for signing the giant budget bill.

Trump had until midnight (Saturday afternoon NZT) to sign a bill or a government shutdown would ensue.

The Senate passed the spending bill by a 65-32 vote early Friday after the House of Representatives approved the measure Thursday.

The massive spending package marks the end of a months-long funding stalemate in which lawmakers were forced to pass one short-term spending bill after another to stave off a shutdown.

Trump tweeted just before 9 a.m. ET that he was "considering a VETO" because the bill does not fully address his immigration priorities.

Republicans hold majorities in both the House and Senate, but there was not universal support in the party for the bill.

The president's action brought rare praise from Senate Democratic Leader Chuck Schumer, ordinarily a foe of the administration. Bloomberg Economics estimates a global trade conflagration could wipe $470 billion off the world economy by 2020.

Immigrant advocates ripped Trump's apparent hypocrisy.
