He laid out three key actions governments should take: first, to accelerate their reductions of greenhouse gases; second, for national governments to incorporate climate change migration into their national development planning; and third, to invest in further data and analysis for use in planning development.
But a newreport released by the World Bank on Monday honed in on the problem of internal displacement, finding that as many as 140 million people in three densely-populated, developing regions might be forced by climate change to migrate within their countries' borders by 2050.
"Every day, climate change becomes a more urgent economic, social and existential threat to countries and their people", said Kristalina Georgieva World Bank's CEO who added that the issue is tangible in cities facing unprecedented water crisis, coastal areas experiencing destructive storm spell, and in agricultural areas that can no longer produce essential crops.
The exodus could create a looming humanitarian crisis and will threaten the development process. Concerted action on climate change mitigation and adaptation together with inclusive development policies, and embedding climate migration into policy and planning, could help to substantially reduce the number of internal climate migrants by 2050.
But it said if global warming is kept to the limits set in the Paris Agreement on climate change, and people are helped to adapt, then the numbers migrating will be much lower.

"Steps cities take to cope with the upward trend of arrivals from rural areas and to improve opportunities for education, training and jobs will pay long-term dividends".
The report also said internal climate migration is already taking place and it will increase.
One of the creators of the report, environmental specialist Kanta Kumari Rigaud, says without that preparation, cities could face serious repercussions, including increased tensions and conflict.
This approach identified major "hotspots" of climate in- and out-migration - areas from which people are expected to move and urban, peri-urban and rural areas to which people will try to move to build new lives and livelihoods.
Rising temperatures will force people to flee some areas.
