On March 4, 2018, Russian ex-spy Sergei Skripal, 66, and his daughter Yulia Skripal, 33, got critically ill after they were found unconscious on a bench in the Wiltshire city.

But Mnuchin was unequivocal in saying that Thursday's Treasury action "counters Russia's continuing destabilizing activities, ranging from interference in the 2016 election to conducting destructive cyber-attacks".

As the finger of blame points at Russia over the poisoning in Britain of former double agent Sergei Skripal, alternative theories are being promoted in Russian media outlets, ranging from a plot to sabotage the country's upcoming presidential election to an attempt to ruin its hosting of this summer's football World Cup.

NATO Secretary-General Jens Stoltenberg said Britain could count on NATO's solidarity, but that it had not invoked the alliance's mutual defence clause.

"Our quarrel is with Putin's Kremlin, and with his decision, and we think it overwhelmingly likely that it was his decision, to direct the use of a nerve agent on the streets of the United Kingdom, on the streets of Europe, for the first time since the Second World War", Johnson said.

Russian Federation has refused Britain's demands to explain how Novichok, a nerve agent first developed by the Soviet military, was used against Sergei Skripal, 66, and his daughter Yulia, 33, who were found unconscious on a bench outside a shopping centre on March 4 in the southern English city of Salisbury. They remain in critical condition.

She said: 'It's very hard because now we have a different situation.

Russian Federation has consistently denied any culpability, accusing Britain of refusing to hand over samples of the poison used.

The Council has been ordered to cease all operations in Russian Federation, with the Foreign Ministry citing its "unregulated status".

The United States on Thursday took its most notable action against Russia since Donald Trump became president, slapping sanctions on a group of Russian individuals and entities, including Moscow's intelligence services, for meddling in the 2016 US election and malicious cyber attacks.

Posting in Russian, one Twitter user calling themselves "Uruguayan Intelligence" claimed the YouTube channel Group M was "moderated from Britain", an assertion also made on Russian state TV.

"The investigation of these criminal cases will be held according to the requirements of the Russian legislation and the rules of global law", Russian Investigative Committee spokesperson Svetlana Petrenko said.

The UK claims they were poisoned by the Russian secret service using Novichok nerve gas, while the Russians reject such claims as false.

Johnson said the evidence of Russian guilt was "overwhelming" because only Moscow had access to the poison used and a motive for harming Skripal.

BBC reports that UK Prime Minister Theresa May said: "We anticipated a response of this kind".
