US intelligence agencies have concluded that Russian Federation interfered in the 2016 presidential campaign using hacking and propaganda, an effort that eventually included attempting to tilt the race in Trump's favor.

He kept pushing his offer of kompromat on Trump, including shady financial records and a sex video that the US spies didn't really want.

The GOP-led House Intelligence Committee voted unanimously Monday to release the memo from Democrats.

On Saturday, Trump defended his decision on the rebuttal, saying the memo is "very political" and "long". The president declassified it this month, allowing its publication in full.

Democrats said the Republican memo mischaracterised highly sensitive classified information and was meant to discredit special counsel Robert Mueller's investigation of potential collusion between Trump's 2016 campaign and Russian Federation.

"The rationale for releasing the Nunes memo, transparency, vanishes when it could show information that's harmful to him", Senate Minority Leader Charles Grassley (D-N.Y.) said.

Earlier, White House spokesman Raj Shah said Trump had discussed the Democratic document with the White House counsel's office, FBI Director Christopher Wray and another top Justice Department official. "Their memo is sitting at the House Intelligence Committee down at the bottom of the Capitol waiting to be redacted", he said.

Trump also seized on revelations in the Nunes memo that Deputy Attorney General Rod Rosenstein approved a warrant application for surveillance on Page, raising the specter that the president could fire him, triggering a potential crisis in who would oversee Mueller's investigation.

Ruth Marcus with The Washington Post claimed during an MSNBC appearance on February 3 that it is "really important for people to know" that FISA applications "are thick documents" and that the Republicans "cherry-pick [ed]" in the Nunes memo.

Democrats say their 10-page memo corrects key mischaracterizations and crucial omissions in the Republican case.

Adam Schiff, who wrote the second memo, said at the time that Republicans had "found themselves in an insupportable position when they released a misleading memo and refused to release the Democratic response". It claims that without the Steele dossier, no surveillance warrants would have been sought. It is said to indicate that the court was made aware of the political motivations behind the information provided by Steele, but that specific Democratic organizations were not identified.

Steele confirmed to to a British court that he met with reporters from Yahoo News, The Washington Post, CNN, and The New Yorker in September 2016 to discuss some of his findings, but he did not tell the Federal Bureau of Investigation about these media contacts. They also noted that there was other evidence presented to the court besides Steele's information, though they have not provided details. The memo "was described by the agencies as extraordinarily reckless and omitting material facts", the Democrat said.

"Lawyers have said that it contains sources and methods that could be very compromising".
