He added that government officials will reach out to Washington before Trump decides on steel tariffs in mid-April, and strive to minimize the fallout on South Korean businesses.

The presidential office said Tuesday that it will take bold response measures against the United States' moves to clamp down on South Korean companies which include high tariffs on steel products. "Of steel exported to the US, Chinese products account for a mere 2.4%".

"The fact is that China does export a lot of steel and aluminum to the United States, but frankly, Canada, Brazil, Mexico, other countries import more steel than does China", said Max Baucus, former USA ambassador to China, which is the world's top overall steel exporter.

Mr Kang said "South Korea may have been targeted due to its importing of Chinese steel, as the USA has long complained about global oversupply caused by China". China, which is the largest US trading partner, has also vowed to retaliate against any new tariffs.

South Korea and China protested the tariffs as unfair protectionism and said it would seek a dispute settlement at the WTO.

The US Commerce Department on Friday laid out a range of options for President Donald Trump to consider, including a tariff of 53 percent on steel imports from 12 countries including South Korea and China, as part of its "America First" campaign. "We believe it was based on USA economic interests, rather than political or diplomatic perspectives".

Children wave USA and Chinese flags as President Donald Trump arrives at Beijing Airport, Wednesday, Nov. 8, 2017, in Beijing, China. "Without such a measure, South Korea has become an easy target".

Both the Moon and Trump administrations say they will not allow a bilateral trade dispute to undermine their security cooperation to defend against and ultimately halt North Korea's growing nuclear and ballistic missile capabilities.

The trade friction comes at a critical time with Seoul and Washington seeking to present a united front in tackling the North Korea nuclear issue.

Conservatives and critics have expressed concerns that the US imposing heavier sanctions only on South Korea among its allies could be sign of a crack in the South Korea-US alliance stemming from their different approaches to dealing with North Korea.

The South Korean newspaper Hankoreh in an editorial on Monday criticized the Trump administration's punishing trade polices against its key ally in Asia and asked, "Can a country that behaves in such a way really be called an ally?"
