North Korean leader Kim Jong Un's invitation to Mr Moon for a summit in Pyongyang has also left Tokyo anxious. Her visit comes one year after the U.S. Treasury Department placed sanctions on Kim for her role in propaganda and "agitation" as part of her family's harsh rule over North Korea, and her government's efforts to develop nuclear weapons.

Moon has already put a summit offer on the table.

Not everybody was so taken by the show of Korean unity, with U.S. Vice President Mike Pence remaining seated as the North and South Koreans entered the stadium.

Some North Korean experts believe tough United Nations sanctions that are cutting off most of the isolated North's sources of revenue have added pressure on Pyongyang to engage further with Seoul.

Any meeting would represent a diplomatic coup for Moon, who swept to power previous year on a policy of engaging more with the reclusive North. "North Korea is probably trying to give the impression that it is taking the lead in dialogue".

The invitation came during talks and a lunch Moon hosted with Kim Yo Jong, the younger sister of Kim Jong Un.

"Kim Jong Un is clearly serious about reviving talks with the South to improve relations", said Koh Yu-hwan, a North Korea expert at Seoul's Dongguk University and a security adviser to Moon.

"Moon should be aware that he has to urge denuclearisation to North Korea by himself, not depending on dialogue between the USA and North Korea".

The KCNA report cited Moon as saying inter-Korean relations should be mended by the parties concerned "at any cost as indicated by Chairman Kim Jong Un in his New Year Address".

Kim Eui-kyeom, South Korean president's spokesman, said at a news conference in Seoul on Saturday that the North Korean delegation delievered the invitation letter at a landmark high-level meeting at the presidential palace in Seoul.

"The people I spoke to in Pyongyang were really excited about the joint team", said Michael Spavor of the Paektu Cultural Exchange, an organisation which took a group of tourists to Pyongyang last week. Pence and Japanese Prime Minister Shinzo Abe sat nearby, looking expressionless.

Wearing a black coat and with her hair pulled back, she presents a marked contrast to the ceremonial head of North Korea's government - the often expressionless Kim Yong Nam, 90. Pence carried a similar message during his trip to Japan and South Korea.

President Donald Trump's administration has taken a hard line on North Korea's nuclear and ballistic missile programme, saying there is no room for negotiations unless Pyongyang abandons it.

After the opening ceremony, the North Korean delegates moved to Seoul and spent the night at the Walkerhill hotel, a riverside facility named after late U.S. Army commander Walton Walker, who's considered a Korean War hero in the South. They also made plans to attend a concert together on Sunday, to see a North Korean orchestra perform in Seoul.

The Olympic Games in PyeongChang will continue to February 25.
