An angry Sen. Thom Tillis (R-N.C.) accused Paul of playing games as the federal government lurched closer to running out of funding for the second time in three weeks.

Speaker of the House Paul Ryan's Republicans needed help from Democrats to pass the bill.

McConnell moved on the Senate floor to vote to open debate on the bill Monday evening.

Senate Majority Leader Mitch McConnell waves as he leaves the Senate chamber early Friday after the Senate passed a budget deal.

It would increase domestic spending by $131 billion and defense spending by $165 billion over the next two years, provide almost $90 billion in disaster aid and extend the debt limit for one year - until well after the midterm elections.

Some Democrats, including minority leader Nancy Pelosi, also said they opposed the measure because it did not include a deal that would protect some 700,000 "Dreamers" - immigrants brought to the United States illegally as children - from deportation. Rand Paul railed against deficits.

Lawmakers push for budget vote to avert government shutdown
The GOP-controlled chamber needed help from House Democrats to clear the bill, and 73 Democratic members gave it. In the House, Speaker Paul Ryan has only agreed to put forth legislation that President Donald Trump will sign.

President Donald Trump has also muddied the waters saying earlier this week that he would "love to see a shutdown" if his demands to crack down on immigration were not met.

Late last night Republican Senator Rand Paul repeatedly objected to calls for a vote before 1:00 a.m. Paul did so to protest what he called runaway government spending.

The temporary spending bill under consideration incorporates the major budget deal reached between Senate leaders on both sides of the political aisle.

"The budget agreement proposes a badly needed spending increase to strengthen national security, rebuild our neglected military, and honor our commitment to veterans", Toomey said in a statement after the vote. The deal appears to have the votes to pass, but rules of the Senate allow individual senators to hold up the process. Lawmakers could also raise the nation's debt limit into next year as well. "When you put it all together, a quarter-of-a-trillion-dollar increase in discretionary spending - not what we're supposed to be doing". The bill won House approval only after Democrats provided enough votes to offset the opposition of 67 Republicans. Then, the president still has to sign any bill.

"No, I am just telling people why I am voting the way I am voting", she said.

"To anyone who doubts my intention to solve this problem and bring up a DACA and immigration reform bill, do not", Ryan said, referring to the Obama-era Deferred Action for Childhood Arrivals program, which protects young undocumented immigrants brought here as children from deportation.
