While Jennifer Rubin of The Washington Post posits separating DACA from the budget means there is a stronger chance of it getting passed in the Senate, there is still a question of how the House and Speaker Paul Ryan (R-WI) will react, including whether Ryan will get the needed support for the budget bill, (though Ryan believes he has to votes), and what next steps he will take on the issue of DACA and immigration.

On Tuesday, the House voted to pass a short-term government spending bill that would also provide new funding to the military through September. The agreement also adds $89 billion in overdue disaster aid for hurricane-slammed Texas, Florida and Puerto Rico, a politically charged increase in the government's borrowing cap and a grab bag of health and tax provisions.

Rep. Nancy Pelosi of California, the Democratic leader, told a closed-door meeting of House Democrats that she would oppose the deal, and said Democrats would have leverage if they held together to demand a debate on immigration legislation.

"Its his right, of course, to vote against the bill, but I would argue that its time to vote", Sen.

"They're cutting a deal, they're having discussions with Democrats to support the budget effort, so they know that they're going to lose 60 to 70 Republican votes", Freedom Caucus Chair Mark Meadows, R-N.C., told USA TODAY Thursday.

Along with tax cuts backed by Trump and pushed through Congress by Republicans, the spending deal would add to the deficit, which hit $666 billion in fiscal 2017. Defense spending and domestic spending get boosts from the plan with $165 billion and $131 billion, respectively.

Both the House and Senate approved the package early Friday morning, sending the bill on to President Trump for his approval.

"This really is the moment where it has become clear that despite record levels of debt and approaching trillion dollar deficits, Congress has stopped caring about what they're doing to the fiscal health of the country", said Maya MacGuineas, head of the Committee for a Responsible Federal Budget, a group that advocates for long-term fixes to Washington's debt problems.

The broader agreement in the Senate would award whopping spending increases to both the Pentagon and domestic federal programs, as well as approve overdue disaster relief money.

It also would increase the government's debt cap, preventing a first-ever default on United States obligations that looms in a few weeks.
