Bannon initially declined to respond to inquires about alleged Russian meddling in the 2016 U.S. election on Tuesday (January 16) leading to the committee handing out the subpoena. Bannon was on Capitol Hill testifying before the House Intelligence Committee when the news broke that Mueller had issued the subpoena for the now-estranged associate of President Donald Trump to testify before a grand jury.

Bannon's attorney consulted with the White House after the panel issued the subpoena, but "the White House effectively doubled down on the gag rule", Schiff said.

The House Intelligence Committee is looking into any possible coordination between the Trump campaign and Russian Federation, and is one of several groups investigating the matter.

White House press secretary Sarah Sanders said Tuesday that the White House was not concerned with what Bannon might say to Congress or special counsel Robert Mueller's team. Last September, weeks after leaving the White House in August, he described the investigation to CBS's Charlie Rose as a "farce" and a "waste of time". Mr. Bannon was soon ousted as the executive chairman of the hard-right website Breitbart News.

Earlier Tuesday, a White House official said the president did not invoke executive privilege to prevent Bannon from answering the committee's questions. Mr. Bannon did not address reporters, and a spokesman for Mr. Mueller did not respond to messages seeking comment.

Mueller's office has typically sought voluntary interviews from current and former Trump aides but made no such request of the White House to interview Bannon, according to a person familiar with the special counsel's communications. It is much easier for a witness to stop the questioning or sidestep questions in an interview than during grand jury testimony, which is transcribed, and witnesses are required to answer every question.

Bannon was first asked to testify before the panel prior to his rift with Trump.

Bannon joined the campaign after the June 2016 meeting and shed little light on the meeting with Russians, the sources said.
