Senate moves to end government shutdown as Dems drop opposition

"So long as the government remains open, it would be my intention to take up legislation here in the Senate that would address DACA, border security and related issues as well as disaster relief, defense funding, health care and other important matters", the Kentucky Republican said on the Senate floor.

The Senate has advanced a bill reopening federal agencies through February 8 after Democrats relented and lifted their blockade against the legislation.

Most Democratic lawmakers had initially opposed the funding bill, demanding that the Senate also approve protections for young undocumented immigrants known as "Dreamers". According to the Democratic leader, Trump agreed to the outline of a deal on immigration, healthcare, and funding during a one-on-one meeting at the White House just hours before the deadline.

Senator Tim Kaine summed up the view of the more optimistic Democrats: "We got a commitment that I feel very, very good about".

Senate Minority Leader Chuck Schumer waved the white flag Monday, paving the way for an end to the three-day government shutdown many have named after the New York Democrat - and prompting liberal fury and conservatives' mockery. The Democrats seemed sensitive to being seen by voters as willing to tie up government operations to protect immigrants in the US illegally. Seeking to win over holdout votes, McConnell pledged Sunday that the Senate would take up legislation on some top Democratic priorities, including immigration, if they aren't already addressed by February 8.

Long-term, there will be tremendous pressure on Republicans, particularly Trump and House Speaker Paul Ryan, to come to an agreement on behalf of those thousands of Dreamers, said Democratic pollster Paul Maslin.

In 2013, the Senate passed a bipartisan, comprehensive immigration bill only to see the House, controlled by Republicans, refuse to act. No bill that passes the Senate with Democratic support is likely to meet that test. He said he's confident that a bill to protect DREAMers will pass the Senate. Democrats want to ensure that 700,000 "dreamers" who arrived on the Deferred Action for Childhood Arrivals (DACA) program are not deported, while Trump has said he wants to include dreamers in a large legislative package that would be accompanied by funding for the wall and ramped up security along the US and Mexico border. Continuing to push for a deal Republicans weren't going to make would be risky, not only for vulnerable Senate Democrats, but for challengers to GOP lawmakers in the House and Senate, said Matthew Miller, a former communications director for the Democratic Senatorial Campaign Committee.

"But at the end of the day, the president has to step up and lead in this situation", Durbin said.

The short-term spending measure means both sides may wind up in a shutdown stalemate again in three weeks.
