Hopes of a bipartisan deal were scuttled last week after US President Donald Trump's alleged use of a crude term during White House negotiations.

"None of these are easy, but we are all highly motivated by the fact that come March the 5th this program will no longer be available and all of the work permits that now exist for the 690,000 DACA recipients will go away", Cornyn said.

It seems certain that no immigration accord will be reached this week, in time to affect the outcome on the vote on the separate bill preventing a federal shutdown.

The House Homeland Security chairman, Rep. Michael McCaul, R-Texas, one of the authors of a bill that would allow DACA recipients to apply for legal status for three years at a time, said Tuesday that the GOP would suffer greatly if no solution is found and the administration begins deporting the roughly 800,000 people who were shielded by President Barack Obama's executive order creating DACA.

"It is extremely hard to convince our caucus members to vote for another short-term funding mechanism", Rep. Mark Meadows (R-N.C.), chairman of the House Freedom Caucus said on CNN on Jan 15.

Republican congressional leaders have dismissed the request as impractical. The talks were on legislation aimed at shielding the hundreds of thousands of young immigrants from deportation.

Those talks were soured by Trump's incendiary remarks about "s***hole" countries in Africa last week. The measure includes funding for the Children's Health Insurance Program, but not a fix for young immigrants brought to the country illegally. "A government shutdown will be devastating to our military.something the Dems care very little about!"

Republicans hope a provision in the bill to eliminate a tax on expensive health plans could appease conservative lawmakers.

Still, Meadows said he and members of the conservative Freedom Caucus were willing to vote no - against the wishes of House leadership and the White House, which came out in support of the funding bill Wednesday.

"We're making good progress, yet still at this point if the vote were to happen today there's not the votes to fund it with Republican-only votes", Meadows said.

House Speaker Paul Ryan, R-Wis., unveiled the plan at a Tuesday evening GOP meeting.

But the exchange exemplified something more basic, the way conservative tea party and Freedom Caucus members, who constitute a majority of House Republicans, have been able to block action on key issues. While Conservative Republicans supported legislation that would cut government spending except for defense. Seven of those Democrats face re-election in November in Trump-won states - including West Virginia, North Dakota and Montana, which have small numbers of minority voters.
